Think of upgrading the hidden blade (and other non-changeable gear like quiver and tool pouch), as increasing its quality - from blue to purple to gold. So a blue level 30 sword won’t be as good as a gold level 30 sword. As you level up though, your hidden blade will upgrade with you, but this will be capped according to its quality.
