The "Welcome to Windows Setup" screen never came up. I was thinking about applying FDISK to the new 500GB drive, and formatting out the errors on the hard drive, but I cannot do that since I cannot terminate the Setup process. I feel stuck in a bad situation where I cannot get into DOS to FDISK and FORMAT my C: drive. Pls help! Thanks!

I have this same issue and it's driving me insane, on my HP Omen 30L - Utterly ridiculous. Mine is random though, Sometimes upon power up, it boots to where it says "welcome" then eventually loads normally - other times it's like OP where it just shows the background and the only option is to click the power icon in bottom right and select 'reboot' - which windows then loads after rebooting
